Estonian president says Russia poses no immediate attack threat

Estonian President Alar Karis said on Aug. 31 that Russia is currently in a weak position and that he does not foresee an immediate threat of an attack in the near future, while stressing that Estonia should prepare for future uncertainties.

Karis said circumstances could change over the next five, 10 or 15 years. His remarks combined an assessment that an attack is not imminent with a warning that Estonia must be ready for any eventuality.

The president identified weaknesses in Estonia’s civilian training and said the country does not have enough shelters. He suggested that Estonia could learn from Ukraine in both areas.

The comments place preparedness alongside the assessment of Russia’s current position. Karis did not describe an immediate attack threat, but he pointed to the possibility that conditions could be different over a longer period.

His remarks focused on civilian readiness as well as the broader question of how Estonia should respond to uncertainty. The issues he raised included the preparation of civilians and the availability of shelters, which he presented as areas where Estonia remains insufficiently equipped.

Karis’s reference to Ukraine pointed to that country as a source of lessons for Estonia’s civilian preparedness. The research does not specify which Ukrainian practices he had in mind or identify a particular programme for addressing the shortcomings.

The president’s assessment therefore drew a distinction between the immediate situation and longer-term planning: Russia was described as weak at present, while Estonia was urged to prepare for circumstances that could change in the coming years.
